Data Governance Is Not AI Governance

There's a label problem in governance right now, and it's costing organizations more than they realize.

A lot of companies looked at their existing data governance program, looked at the AI governance problem, and decided they were close enough. Same neighborhood, maybe even the same street. So they bought tools built for data governance, pointed them at AI workflows, and checked the box.

That's like getting your oil changed and calling it an engine rebuild. It's maintenance. It's important. But it doesn't address the thing that's actually broken.

Data governance is about where your data lives, who can access it, and whether it's classified correctly. Those are real problems worth solving. AI governance is about what decisions your models are making, how those decisions are being monitored, who is accountable when something goes sideways, and whether anyone has actually mapped those risks back to your compliance obligations. These are different disciplines with different ownership, different tooling, and different failure modes.

When we surveyed organizations earlier this year, one of the most common responses to "who owns AI governance in your organization" was essentially "no clear ownership." Not the CISO. Not the compliance lead. Not the CTO. Nobody. That answer came up over and over again, across every org size we surveyed. And it tells you exactly what happens when you try to fold a new discipline into an old one. Nobody picks it up because everyone assumes someone else already did.

The same survey showed that organizations using governance automation tools were repeatedly saying those tools don't satisfy all their concerns. They bought something. They deployed it. And it's not covering the gap. That's not because the tools are bad. It's because the tools were built for a different problem. You can have best-in-class data governance and still have zero visibility into how your AI models are being used, what they're being trained on, or who approved the last deployment.

This is the RACI gap. When every stakeholder assumes AI governance falls under someone else's existing mandate, you end up with a discipline that belongs to nobody. Legal thinks engineering owns it. Engineering thinks compliance owns it. Compliance thinks they covered it when they updated the data handling policy. And the actual risk sits there, unmanaged, while everyone points to the last tool purchase as evidence that the problem is solved.

The fix isn't another tool. The fix is recognizing that data governance and AI governance are two separate lines in your control matrix, with separate ownership, separate testing, and separate accountability. Until you draw that line, you don't have a governance program for AI. You have a gap with a label on it.
